Online betting sites I found were all “offshore” in places such as Malta. Why? Could you open one in the US?

Nope. Government passed law last year outlawing U.S. sites from taking any wagers.

I can bet on-line with my Sport book. But I am a Nevada Resident and it is illegal for me to place a wager from outside the state. This is the only legal on-line wagering legal in the US

You cannot operate or manage an online gaming site from within the USA and accept wagers from American residents. It is still legal for Americans to use offshore sportsbooks as the actual wagering is occurring in the jurisdiction in which the site is located. There is no federal law restricting US residents from online gaming.
